On October 21 in Chișinău, Oksana Hliebushkina, Executive Director of NGO “Hromadskyi Tsentr “Nova Heneratsiia””, spoke at the international conference “Council of Europe Standards for Civil Society and Tools for Civic Participation”, which brought together over 70 participants from Moldova, Ukraine, and international organizations.
She presented the deliberative approach used in southern Ukrainian communities to organize meaningful public consultations — a method that places dialogue, informed discussion, and inclusion at the center of decision-making.



“The deliberative approach helps communities move from formal participation to genuine dialogue — where people don’t just express opinions, but work together to find solutions,” said Oksana Hliebushkina.
NGO “Hromadskyi Tsentr ‘Nova Heneratsiia’” provides training for local authorities and civil society organizations and runs Facilitation Schools to prepare facilitators who strengthen trust and improve the quality of local decision-making through informed participation.
The event was organized by ALDA – the European Association for Local Democracy within the BRIDGE to CoE project, funded by the Council of Europe.
